A senior National Park Service (NPS) official has said a liner along the bottom of the Lincoln Memorial reflecting pool was “cut with a sharp knife or razor” earlier this month, repeating Donald Trump’s claims of vandalism.
Frank Lands, the deputy director for operations for NPS, made the allegation in a court filing on Wednesday, as part of a lawsuit brought by a non-profit group seeking to stop the US president’s renovation of the site.

The ruling did say that they could open carry in businesses and hotels or whatever, but only if there's no posting saying otherwise. If the business has a sign saying no guns allowed then they can't carry inside. So basically all that work going through the court system to be able to carry a gun and the end result was an increase in "No Guns Allowed" signs.

For what it's worth, the federal court has a long history of overruling state laws. State segregation laws are just one prominent example. There is fairly certainly reasonable cause to object to that ruling, but this particular complaint is just not valid.
Either way, without looking more into the specifics, I can fairly safely presume that there's likely a pretext based on the far right perversion of the 2nd Amendment involved here. That, alone, would be cause to be very unhappy with the ruling, of course.
Also, to poke at another angle of what you're likely invoking, to the right-wing, state's rights is virtually never anything other than a dishonest pretext and tends to be dropped the moment that it doesn't serve their desired end. State's rights is not state supremacy, though.
