"A certain section" appears to mean under the ballroom.

So Trump's unauthorised East wing development is actually to cost $1.4b, and the taxpayers are to be saddled with the bill for everything except the gaudy, grandiose showpiece sitting on top of it.

It's all escalated a bit from the $200m, $250m, $300m, $400m he told anyone about.
