It can be, sometimes, yes. Are we going to have a little class on the meaning of context for you? Perhaps on how the real world isn't so binary black and white?

I'd be willing to bet a large tattoo of the Jerusalem cross appears on white supremacists far more often than on Christians generally.

What? No, I'd much rather he had tattoos that could be interpreted as 'Jesus Loves You' in any ◊◊◊◊◊◊◊ way conceivable, rather than 'Kill those Brown Muslims', which is the only theme they have.
