And therefore we require them to operate according to rules that apply only and specifically to them. Officers earn trust by demonstrating proficiency through training and maintain that trust by adhering to the best practices and regulations that apply to their profession.

Political nonsense. But the training and rules I've mentioned are intended to aid the officers in dealing with those tough situations. The problem here is first that the officer occasioned the tough decision by disobeying the rules that apply to his job.
