Apparently Venezuela is exporting oil to Iran contrary to sanctions and potentially funding terrorism. The seizure occurred after a warrant was issued. One can expect this to go through the court system. The ship itself may be seized and confiscated if it has been party to funding 'terrorism'.

The US has been increasingly widening the definition of terrorism, (selectively), as it allows acts that conventional law doesn't. The problem is that this creep is all in one direction.
