The video is from October 2024, it's not ICE, it's the Chicago PD. The girl being arrested had a felony warrant for aggravated battery and robbery on public transit.

I've seen that interpretation posted several times however I was unable to locate the location shown in the video on the street she was reportedly arrested on. Google Street View. Also, the Hoffman Estates Police Department has a Facebook post referencing what appears to be this incident. One question that's rarely being asked is...What caused these two individuals in the silver car to be involved in an obvious police chase in the first place?

You seem to imply that the guy in toad suit was screaming terroristic threats at the agents? And they became so scared that they had to arrest him using pepper spray?
Is it illegal to hate Trump?
If it was known that Seth Todd was issuing terroristic threats before his appearance in a toad costume, why wasn't he arrested long before he donned the costume?
