Yes, because when you have people who don't have proper medical insurance and are struggling to make ends meet, getting them to make multiple doctor's appointments for vaccinations that can be done simultaneously is always a good plan.

FIFA and the venues better get checking their contracts. Trump can probably use emergency powers in a case of force majeure but if there's one thing he's learned it's that if he needs an emergency to unlock a superpower he can just say "it's an emergency" and nobody will stop him.
