Perhaps more to the point is whether he cares.

For normal usage, it's reasonable to assume that people hold certain values. The people who have taken over the Republican Party like to exploit that normally reasonable tendency to mask the fact that they don't hold or uphold the values expected.
 
Pam Bondi has apparently declared that restrictions shielding administrative law judges from removal are unconstitutional and will no longer defend them in court.

This allows President Trump to fire those who have been 'secretly perverting the Constitution'.
