And they're not going to reveal the make and model until after the investigation is concluded:
Description
Hi, could you please let me know what the make, model and year of manufacture was that started the Luton fire. After nearly three months I still can find no information on the vehicle. This makes me think of information suppression so as not to damage electric vehicle sales or the governments net zero ambissions.
Resolution
Thank you for your request in your email dated 8 January 2024 requesting the make, model and year of manufacture of the vehicle involved in the fire at London Luton Airport terminal car park 2 on the 10 October 2023.
As stated in our press releases, we can confirm the vehicle involved was a diesel-powered vehicle. To further clarify it was neither a fully electric vehicle (EV), a mild hybrid electric vehicle (MHEV) nor a plug-in hybrid electric vehicle (PHEV). More information on the incident and cause of the fire will be released once the investigation has been concluded.
We can confirm that Bedfordshire Fire and Rescue Authority (BFRA) holds this information i.e. the specific brand, model and year of the vehicle involved. This information is exempt under section 31 of the Freedom of Information Act 2000 concerning disclosure which would, or would be likely to, prejudice the exercise by any public authority of its functions for any of the purposes specified in subsection 31 (2), namely the following:
(a) the purpose of ascertaining whether any person has failed to comply with the law,
(c) the purpose of ascertaining whether circumstances which would justify regulatory action in pursuance of any enactment exist or may arise,
(i) the purpose of securing the health, safety and welfare of persons at work, and
(j) the purpose of protecting persons other than persons at work against risk to health or safety arising out of or in connection with actions of persons at work.
Having considered the public interest, the decision is to withhold the information. This is because although there is a general public interest in transparency of data held by a public body there is a multi-agency investigation currently on-going and it would not be appropriate to disclose the information until all lines of enquiries by all of the agencies have been closed.
The agencies involved aside from BFRA include the Health and Safety Executive, London Luton Airport and Bedfordshire Police. We are not yet aware that BFRA has been informed by these other authorities whether all lines of enquiry in their respective investigations have been closed.
There is strong public interest in allowing all of the investigations to run their course which at this moment in time outweighs the public interest in transparency.
