Because, ironically, things don't sell as a believable conspiracy until the conspirators are acting in breathtakingly inefficient ways and doing things in a way that is thousand harder than it needs to be.
It's like how every single 9/11 conspiracy is a good factor of 100 times harder then just training a terrorist cell and having them hijack and crash planes into the building.
Or the joke about the government realizing that hoaxing the moon landing would end up being more expensive than actually going to the moon, so they decided to do it for real.
