No it's a deliberate tactic.

If Trump says 2+2=a potato everytime, he has to defend the his stance that 2+2 equals a potato.

If Trump says 2+2=a potato today, then says 2+2=a rutabaga tomorrow, then says 2+2=a summer squash the day after that, he'll create a parallel side discussion about what his actual claim is, one that his apologist troll army will insist we have before talking about 2+2=4, even though all the answers he throws out are wrong.

I went looking for the exact quote related to 20,000.

Imagine my surprise when I discovered that when it comes to errors and problems, 20,000 is a very popular number:

“that as many as 20,000 unverified absentee ballots in Detroit were fed through machines and counted during the August 4 primary.”

“ Ohio rejected more than 20,000 ballots — 1.2 percent of the mail ballots cast — in its April 28 primary”

“ Almost 20,000 ballots might be thrown out because the postal service failed to postmark envelopes. Better hope the Nov election is not close. ” (New York. 2020)

“ Amicus briefs filed by the Public Interest Legal Foundation in California allege 23,000 dead people have not been removed from voter rolls in the state.”

“ A week before Connecticut’s first widespread mail-in ballot primary, town clerks said Tuesday that 20,000 absentee ballots have yet to be mailed and are blaming a mix-up between Secretary of the State Denise Merrill’s office and the mail vendor contracted to help with the process.“

“ More than 20,000 Maine residents requested absentee ballots online within about 24 hours of the state’s request form going live, a spokesperson for the secretary of state’s office said Tuesday ...”​

I think the ubiquity of 20,000 probably comes from the 2016 election when three states were decided by around 20,000 votes.

Of course it might be Trump’s Law of Memorable Numbers which states that round numbers are easier to remember.

In any case expect 20,000 to pop up a lot in the next few months.

The GOP has been based on fear for a long time but the Convention has been the Greatest Show on Earth of Fear Mongering and Trump is the Ring Master. I've never seen anything quite like it. Trump wanted a show and he sure got one. A horror show. Any decent person should be repelled by it.

We have serious problems to solve, and we need serious people to solve them. And whatever your particular problem is, I promise you Bob Rumson is not the least bit interested in solving it. He is interested in two things, and two things only: making you afraid of it, and telling you who's to blame for it. That, ladies and gentlemen, is how you win elections. You gather a group of middle age, middle class, middle income voters who remember with longing an easier time, and you talk to them about family, and American values and character, and you wave an old photo of the President's girlfriend and you scream about patriotism. You tell them she's to blame for their lot in life. And you go on television and you call her a whore.

The sad part is that despite the fact that it is straight out of the same playbook, and it's a well-known playbook, it still works.
