But we'd get tomatoes, which is an actual quantifiable good. Something the existing wall plans cannot provide.
 
Invading hordes could trample the harvested tomatoes into sauce, and the proximity to the wall means that it qualifies as a maquiladora, so product could go to either side of the wall for final packaging and sell in the US for cheap.

What do they mean by "anchoring to the ground"? There's no groundwork done before the above-ground construction?

When something similar happened in January, the concrete holding the fence in the ground hadn't set yet.

I worked 47 years in engineering and construction. Throughout my career it was always standard to ensure that foundations were poured, cured and inspected before any superstructure was added. These wall builders seem to be unfamiliar with common construction practices and are building backwards. Makes a person wonder how reliable the balance of the wall construction is.

Which is why bracing the structure until the concrete reaches proper strength is a good idea.

A site survey (or asking a handful of locals) might have revealed that sometimes wind storms can spring up in long shallow valleys in the middle of such dry, open, and flat geography.

These wall builders seem to be unfamiliar with common construction practices and are building backwards. Makes a person wonder how reliable the balance of the wall construction is.

I depends on the construction process, I expect. If they're pouring foundations first, perhaps they put up sections with only a couple of bolts and got blown down before they got the rest in. Or if they're digging holes, setting fence down in and pouring concrete around it hadn't set yet. Or it's just a crappy design. Or they were under pressure from Washington to get so many miles in so some idiot could make a speech.

Or they just put it out to the lowest bidder, or to the Kushner Konstruction Kompany.

Yeah he was laying it on heavy trying to take credit for fast tracking the vaccine: "fastest ever yadda yadda."

1) it's not ready yet
2) a number of other countries are developing their versions of the vaccine at the same pace
