The prosecutor does not owe the investigator any explanation, for how they choose to handle their cases. The investigator does not have standing to demand any such explanation, for what happens to the case once the prosecutor takes over.It's hard to believe Foxx dismissed all charges without a word to the investigating entities about making a deal with Smollett, but maybe she did.
Besides, even if she did keep Chicago and the CPD in the loop, she still couldn't negotiate on their behalf, and they would still be entitled to seek their own remedy regardless of what deal Foxx's office made with Smollett.
You really are making a lot of bad assumptions here. The repeated appeals to incredulity aren't helping your argument, either.
I promise it won't be revealed that Chicago already got their deal from Foxx. Nor will it be revealed that Chicago is now trying to renege on that nonexistent deal.Let's see what is revealed as things drag on and the finger pointing and back stabbing continues.
