"Obliging" anyone of any age to read scripture should be illegal. Period.
I have no objections to second-language education, but the second language should reflect the parents' heritage, the child's explicit desire to learn a specific language, or a language that will be useful in the future to the child. Hebrew is not a particularly useful language, as there are relatively few native speakers. Learning Chinese would permit communication with considerably more people. Instead of the Tanakh, there are classics such as the Daodejing and the Analects of Kong Fuzi to read (although I've found that these are quite readable in English, too).
Your project, Nationalcosmopolitan, is at its heart xenophobic because it deliberately ignores the cultures of billions of people. I am absolutely appalled that you would dare to call your absurd Judaism-centric scheme "secular," because it is the very antithesis of secular.
Your project simply cannot deliver what it promises.
