Many people can't work 6 days a week, even for just half the year, because they have other responsibilities (eg children or elderly relatives to care for) that simply can't be accommodated in such a regime.
Many others would simply prefer to spread their working hours over the whole year, as now, than to work so intensively for half of it and then twiddle their thumbs for the other half.
How would you decide who gets to work in the winter months and get the summer off, and vice versa? Most people will prefer to have the summer months off, so if you let them choose vital services will be severely undermanned in the summer.
I did not say that a man has to choose only 26 weeks to work and 26 weeks to be in creative vacation in a year as variant.
He can choose for example 1 week to work and 1 week to be in creative vacation variant.
Or 2 weeks work - 2 weeks vacation variant.
In this case all problems you are talking about can be successfully solved.
In every shift it will be 2 employees on 1 working place.
It will be depend from their agreement what variant to choose: 1-1, 2-2,......., 26-26,......,52-52.
